CouloirCMS was developed for the developer who wants to deploy a CMS to clients. The developer creates the shell and the client maintains the content. If the developer grants the client the ‘Administrator’ permission level, he or she has the ability change everything – however if the developer only grants the client the ‘Publisher’ permission level, he or she can only change the content.
